I only have an afternoon in Shiretoko and booked a hike in the park. If you were me, would you do the hike or drive (I have a car) in the mountains and hit the onsen ?
If it is just few hours, then drive around, stop at Lake Rausu, walk a bit, stop other places I mentioned , Bear onsen, drive Utoro, beer chat with owners frequenters at Fox cafe, sleep Utaro . Of course, if it is within yr hours

Yes, I can imagine, I did visit the Snow Festival once and it was absolutely freezing - as expected!
I was born in Belarus going sometimes to school on my skis on a fresh snow. Once normal, not challenge any more (:
